The Islands of Southeast Asia Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10 in 2010. The proposal has the main goal of reducing the: (a) Vulnerability and risks of men-who-have-sex-with-men (MSM) and transgender (TG) to HIV infection; and (b) Impact of HIV on their lives in the Islands of Southeast Asia. In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10.

The programme, entitled ‘Strengthening Community Systems to Reduce Vulnerability to and Impact of H TG CBOs IV infection on MSM and TG in Insular Southeast Asia’, was approved by GFATM and contract for the grant was signed on 6 October 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia.

The MSF Operational Center OCBA is mostly composed of the Greek and Spanish sections of MSF. Based in Barcelona and Athens, OCBA is one of the five MSF operational centers that runs medical operations across the world and it is the smallest of the five. As a continuation of our work in October 2009 where we drafted a vision paper on the development of OCBA into an international operational network, Woodseer Management Consulting was approach by the management of OCBA to develop a management structure and operational planning process for this operational network.

In 2009, Woodseer Management Consulting was approach by the management of OCBA to carry out an internal study of the vision that the top management shared of the future of OCBA. This vision paper was part of  a broader strategic review that the management of OCBA was carrying out and formed the basis of a recent strategic plan.
