The Islands of Southeast Asia Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10 in 2010. The proposal has the main goal of reducing the: (a) Vulnerability and risks of men-who-have-sex-with-men (MSM) and transgender (TG) to HIV infection; and (b) Impact of HIV on their lives in the Islands of Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

In Malayisa, ISEAN Hivos Programme (IHP) is on its transition to Phase 2. PT Foundation (PTF), as the Sub-Recipient (SR) of the grant, was tasked with engaging two (2) Sub-Sub-Recipients (SSRs) to help implement IHP.

Woodseer Consulting assisted the process by planning and conducting the assessment of the organizational capacities of the applicants as well as preparing a report for decision making. The work included on-site assessment. The applicants included 3 NGOs/CBOS who proved to do an amazing job in their own right and own field:

Drugs Intervention Community: (DIC Pahang) :

Penang Family Health Development association (FHDA)

Marginalised Communities Advocacy Organisation Kuala Lumpur and Selangor (PAMT)
